The qualifier is the whole verse: not as the world gives.

The world's version of peace is subtraction. It arrives when the thing causing trouble is removed — the diagnosis comes back clear, the money lands, the argument ends. It is real while it lasts, and it lasts exactly as long as the circumstance does. Nobody who has had it would call it worthless. But it cannot be given in an upper room on the night before an execution, which is precisely where this is being handed over.

Notice also the verb. I leave with you. That is the language of a will. A man is disposing of what he owns before he dies, and what he names is not property but his own peace — my peace, the thing he had while knowing what was coming.

Then the strangest part: don't let your heart be troubled. Let. As though trouble were something you permit rather than something that happens to you. That is worth sitting with, because it draws a line most of us have never drawn. Fear arriving is not a choice. Fear being given a chair and a room and the run of the house is closer to one.

He is not telling frightened men to stop feeling frightened. He is telling them what they now have that the fear does not get to overrule.
